Employee Compensation Advisory Committee Meeting Minutes
Date: 10/12/12 at 10am
Present:  Gareth Backhaus, Muriel Lazzarini, Mickey Jervas, Maynard Forbes, Melissa Noe, Larry Klein and Daniel Moriarity

  • The minutes from 9/21/12 were approved as written.
  • Reports were made from the sub groups on the following:
  • Legal items: Copies were provided of the list of questions compiled to date for Attorney Philip Collins.  Muriel reported that she has confirmed with the other Select Board members that the fees for the attorney will be paid for out of line #151 which was created several years ago on the advice of Town Counsel to cover legal expenses for matters out of his expertise.  The questions to be submitted focus on clarifying any conflicting town bylaws with regards to retirees and insurance, requirements for retirees and insurance, employee contracts, offering different benefits to different positions, clarifying which positions are exempt and non-exempt as it pertains to the FSLA and looking at the current part time positions with regards to whether they should be hourly or salary, exempt or non-exempt and how to handle benefits being received that they are not entitled to per our current policies.
  • Employee Handbook & Policies: Copies were provided to everyone of a suggested version of the sections “General Provisions” and “Employee Status” prepared by the subcommittee.  All members were asked to comment on it so that a final version may be submitted to the Select Board to review and accept.
  • Misc: The Salary & Benefits subcommittee was still working on the step chart and will have this for everyone to review at the 10/26 meeting.  The Committee reviewed the quotes from our health insurance provider if the town were to offer a “Couples Plan” for those that are married without dependents and a “Family Plan” for those with dependents (currently we only offer a family plan).  As it stand right now there are 4 employees on it that would qualify for the couples plan and 4 for the family plan and with the rates quoted it would only save the town $0.48, however it was noted that the savings and/or cost increase could change if the current employee’s situations were to change or if new employees were hired with different situations.  The salary and benefits subcommittee will research this further.
  • The Committee confirmed the dates for the next 3 meetings: October 26th, November 9th and November 30th all at 10am in the town hall.
